Over the last twenty years the work of Antonio Gramsci has provided the basis for some important theoretical developments in the field of international studies, and a significant body of literature now exists that has been broadly inspired by his investigations.
For researchers of international political economy, Gramscian-influenced theory has been used to explain the formation and effects of social relations beyond the national level, such that the focus has been on how ideas, their solidification into norms, and their relation to material forces have operated with a transnational scope.
Critiques of orthodox interpretations of power and vulgar notions of hegemony as political—military dominance have pointed out how state-civil society relations involve a far more complex coalition of forces than previously presented.
Stephen Gill has noted that [t]he movement towards the extension of Gramscian ideas has [led to research] on the internationalisation of state and civil society, the international aspects of social hegemony and supremacy, and the transnational class and bloc formations and economic forces, the role of organic intellectuals and of international organisations and other issues which help to define the nature of global politics in the twentieth century.

Governing by design
Foucault developed his conception of governmentality through studies of eighteenth- and nineteenth-century Europe, where states and nongovern-mental institutions aggregated data to constitute knowledge frameworks and expertise profiles capable of managing populations by regulating their demo-graphics, health, housing, environmental conditions, employment, social lives, and culture. This “administration of life” constituted a biopolitics that the so-ciologist Mitchell Dean has described as being “aimed at enhancing the lives of a population through the application of a norm.”
For Foucault, Dean, and others the goal of governmentality, and the raison d’être of the modern state, is to provide security to the processes of life—to tame risk, be it through social insurance schemes, food regulation, or housing norms.Governmentality works less by the application of raw state power than through a multiplicity of heterogeneous public and private agencies, standards, forms of knowledge, effects, outcomes, and consequences that Dean has de-scribed as “mobile, changing, and contingent assemblages” continually “con-structed, assembled, contested, and transformed.”
It operates not in the reg-ister of high culture, politics, and history, but rather in what the anthropologist Paul Rabinow, writing about French planning practices, has characterized as “a middle ground where social technicians were articulating a normative, or mid-dling modernism . . . pragmatic technicians seeking to find scientific and practical solutions to public problems in times of crisis.

Crisis and Innovation in Modern Greece

PROSPECTS OF SURVIVAL:
CONSTANTINOS DOXIADIS AND THE MINISTRY OF RECONSTRUCTION (1945-1951)
ABSTRACTCONSTANTINOS DOXIADIS AND THE MINISTRY OF RECONSTRUCTION (1945-1951)
In the aftermath of the Second World War Greece was shattered and politically divided between the leftist resistance groups and the political elites of the Centre-Right, effectively backed up by the British and American allies. While most of the European countries were licking the wounds, the political and social chasm in Greece deepened. The “hidden war” compounded the devastated rural areas intensifying the migration of its population that flocked to the cities in search of a shelter and a job. Moreover, Greek economy was in imminent danger of collapse: hyperinflation rendered the drachmae a useless currency, infrastructure and approximately three-fourths of the merchant fleet tonnage were destroyed, and Nazi looting had seized the Greek treasury. Paradoxically, after the liberation there was little hope for recovering. Being a matter of survival, the first postwar years became one of the most critical periods in the Modern Greek history. Against this background, Constantinos A. Doxiadis undertook the efforts for the Reconstruction of the country. Initially as Undersecretary and Director-General of the Ministry of Housing and Reconstruction (1945-48), and subsequently as General Director and Coordinator of the Greek Recovery Program (1948-51), Doxiadis reinvented and orchestrated the administrations that devised the economic policies for the reconstruction of the settlements of Greece, effectively collaborating with foreign agencies and the Marshall Plan aid representatives. This paper will examine the manifold interventions promoted by the Ministry of Reconstruction as an integrated program of economic recovery and regional planning. The Ministry’s programmatic actions comprised the restoration of damaged buildings, the construction of new settlements, and the provision of building materials and technical assistance as aided self-help programs that actively engaged the future inhabitants in the reconstruction process. Beyond any doubt, international and local politics highly conditioned the Reconstruction and the postwar development of Greece that defied every planning effort and eventually, against all odds, took off in the 1960s. Interestingly, Doxiadis’ initiatives set guidelines for the modernization of the country, while his discourse evinced the unification of Europe and emphasized the stance of Greece in the geopolitical Cold War game.

The Naked Communist: Cold War Modernism and the Politics of Popular Culture
The book thus traces the way anti-Communist popular culture emerged in the discourse of Cold War liberalism as a political symptom of modernism. Based on a discursive analysis of American anti-Communist politics, the book presents parallel readings of modernism and popular fiction from the 1950s (nuclear holocaust novels, spy novels, and popular political novels) in order to show that, despite the radical separation of the two cultural fields, they both participated in a common ideological program.
"Although the attack on modern art was one of the most dominant cultural trends of the late forties, ultimately it was the exact opposite tendency that came to dominate public discussions of American art. At some point, in spite of the fierce opposition, the redfinition of the field of representation had to be accepted and even celebrated as the inheretently American tendency of art history. Although scholars disagree about the exact moment of the victory of modern art in America, it is clear that by the second half of the fifties (especially after McCarthy's demise) it was no longer acceptable in mainstream discussions to equate modern art with communism."

Mike Featherstone - Consumer Culture and Postmodernism - The Aestheticization of Everyday Life
If we examine definitions of postmodernism we find an emphasis upon the
effacement of the boundary between art and everyday life, the collapse of
the distinction between high art and mass/popular culture, a general stylistic
promiscuity and playful mixing of codes. These general features of postmodern
theories which stress the equalization and levelling out of symbolic
hierarchies, antifoundationalism and a general impulse towards cultural
declassification, can also be related to what are held to be the characteristic
postmodern experiences. Here one can build upon the use of the term
modernité by Baudelaire to point to the new experience of modernity, the
shocks, jolts, and vivid presentness captured by the break with traditional
forms of sociation which the modern cities such as Paris seemed to bring
forth from the mid-nineteenth century onwards. In a similar way one might
also be able to speak of the experience of postmodernité and draw upon perceived
shifts in cultural experiences and modes of signification. Here
we find an emphasis upon the aestheticization of everyday life and the
transformation of reality into images in the work of Baudrillard (1983a).
Jameson (1984a) too emphasizes the loss of a sense of history and the fragmentation
of time into a series of perpetual presents in which there is the
experience of multiphrenic intensities. A similar aestheticization of experience
and breaking down of the ordered chain of signifiers can be detected
in the writings of their followers where one finds an emphasis upon ‘the liquefaction
of signs and commodities’, ‘the effacement of the boundary
between the real and the image’, ‘floating signifiers’, ‘hyperreality’, ‘depthless
culture’, ‘bewildering immersion’, ‘sensory overload’ and ‘affect-charge
intensities’ (Kroker and Cook, 1987; Crary, 1984).

RISE OF THE AESTHETIC EXPERIENCE AND THE PROCESS OF GLOBALIZATION
For most of its history, Western art was seen as an instrument for reaching
different inartistic purposes. It was generally expected that experiencing the beautiful has to facilitate the maintenance of political power or the spreading of various religious views.
This means, in one hand, that aesthetic values have been residing, in some sense, in the background of cultural history, but also that art, just because of its function, held an important place in the life of every society.
However, in its quest for independence, art managed to move off the everyday life in such measure that it has even become hostile to it, beside the fact that art was
always, as Stendhal laconically put it, only “for a happy few”.
However, during the recent years, the aesthetic “empty space”, which has been
created by weakening of the social call of art, began to be filled with aesthetic artifacts and aesthetic experiences, which in the meanwhile even took the leading role in delivering the aesthetic pleasure.
As the “aesthetic imperative” started to attack aesthetic and cultural elitism on every margin, everything and not just the aesthetic has been subdued to the radical
changes of enormous speed. Even the innovations that today seem exciting and disturbing will eventually become the backgrounds of our lives (Postrel, 2004:189). In that sense, we could say that the very nature of the world became aesthetic in itself.

The Cultural Logic of Late Capitalism
The last few years have been marked by an inverted millenarianism in which premonitions of the
future, catastrophic or redemptive, have been replaced by senses of the end of this or that (the
end of ideology, art, or social class; the "crisis" of Leninism, social democracy, or the welfare
state, etc., etc.); taken together, all of these perhaps constitute what is increasingly called
Postmodernism. The case for its existence depends on the hypothesis of some radical break or
coupure, generally traced back to the end of the 1950s or the early 1960s.
As the word itself suggests, this break is most often related to notions of the waning or extinction
of the hundred-year-old modern movement (or to its ideological or aesthetic repudiation). Thus
abstract expressionism in painting, existentialism in philosophy, the final forms of representation
in the novel, the films of the great auteurs, or the modernist school of poetry (as institutionalized
and canonized in the works of Wallace Stevens) all are now seen as the final, extraordinary
flowering of a high-modernist impulse which is spent and exhausted with them. The enumeration
of what follows, then, at once becomes empirical, chaotic, and heterogeneous: Andy Warhol and
pop art, but also photorealism, and beyond it, the "new expressionism"; the moment, in music, of
John Cage, but also the synthesis of classical and "popular" styles found in composers like Phil
Glass and Terry Riley, and also punk and new wave rock (the Beatles and the Stones now
standing as the high-modernist moment of that more recent and rapidly evolving tradition); in
film, Godard, post-Godard, and experimental cinema and video, but also a whole new type of
commercial film (about which more below); Burroughs, Pynchon, or Ishmael Reed, on the one
hand, and the French nouveau roman and its succession, on the other, along with alarming new kinds of literary criticism based on some new aesthetic of textuality or écriture...The list
might be extended indefinitely; but does it imply any more fundamental change or break than the
periodic style and fashion changes determined by an older high-modernist imperative of stylistic
innovation?
It is in the realm of architecture, however, that modifications in aesthetic production are most dramatically visible, and that their theoretical problems have been most centrally raised and articulated; it was indeed from architectural debates that my own conception of Postmodernism - - as it will be outlined in the following pages -- initially began to emerge. More decisively than in the other arts or media, postmodernist positions in architecture have been inseparable from an implacable critique of architectural high modernism and of Frank Lloyd Wright or the so-called international style (Le Corbusier, Mies, etc), where formal criticism and analysis (of the highmodernist transformation of the building into a virtual sculpture, or monumental "duck," as Robert Venturi puts it) 1 are at one with reconsiderations on the level of urbanism and of the aesthetic institution. High modernism is thus credited with the destruction of the fabric of the traditional city and its older neighborhood culture (by way of the radical disjunction of the new Utopian high-modernist building from its surrounding context), while the prophetic elitism and authoritarianism of the modern movement are remorselessly identified in the imperious gesture of the charismatic Master.

Deus ex machina?: Truman/Marshall Aid, Engineers, and Greece's Post-war Development Discourse
Whereas much has been written about the economic vicissitudes of
post-war Greece, the same cannot be said about the concomitant
intellectual developments. What accounts for the evolution of Greece's
development discourse, particularly the shift in attitudes toward
industrialization in the 1940s? Existing interpretations are found
wanting, primarily for downplaying the independent role of economic
ideas in accounting for the rise in industrial optimism. In this
context, the role of the Truman Doctrine and the Marshall Plan in
influencing, not the economy per se, but the discourse about the
economy is important. The international transmission of ideas, however,
also depends heavily on the "milieu of potential receivers" (Spengler
1970). Mounting antagonism between Left and Right inevitably politicized
industrialization debates and conditioned visions for Greece's post-war
development. The role of engineers-a professional community whose
interests transcended the conventional Left-Right divide, and whose
conception of development was steeped in the very same notions of
modernization and technocratic efficiency that underscored much of the
European Recovery Program-was critical. By placing engineers at the
forefront of reconstruction, early Marshall Plan administrators in
Greece not only helped the rapid dissemination of industrialism, but
also imbued the vision of development with an allegedly apolitical and
technocratic aura-one which persisted long after engineers were replaced
by economists in the charting of development policy.

Mandarins of the Future: Modernization Theory in Cold War America
Because it provided the dominant framework for "development" of poor, postcolonial countries, modernization theory ranks among the most important constructs of twentieth-century social science. In Mandarins of the Future: Modernization Theory in Cold War America Nils Gilman offers the first intellectual history of a movement that has had far-reaching and often unintended consequences.
After a survey of the theory's origins and its role in forming America's postwar sense of global mission, Gilman offers a close analysis of the people who did the most to promote it in the United States and the academic institutions they came to dominate. He first explains how Talcott Parsons at Harvard constructed a social theory that challenged the prevailing economics-centered understanding of the modernization process, then describes the work of Edward Shils and Gabriel Almond in helping Parsonsian ideas triumph over other alternative conceptions of the development process, and finally discusses the role of Walt Rostow and his colleagues at M.I.T. in promoting modernization theory during the Kennedy and Johnson administrations. By connecting modernization theory to the welfare state liberalism programs of the New Deal order, Gilman not only provides a new intellectual context for America's Third World during the Cold War, but also connects the optimism of the Great Society to the notion that American power and good intentions could stop the postcolonial world from embracing communism.
What was the Congress for Cultural Freedom?
It was Nabokov’s view that the Congress ought to live up to its obligation to foster the artistic life of the West as a vital alternative to the Soviet cultural model, and toward this end he organized a massive arts festival—the Festival of Paris— in May 1952 that lasted for thirty days. According to Mr. Coleman:
Nabokov presented Paris with one hundred symphonies, concertos, operas, and ballets by about seventy twentieth-century composers. Paris had its first productions of Alban Berg’s Wozzeck (by the Vienna Opera), of Benjamin Britten’s Billy Budd (by Covent Garden), of Gertrude Stein’s and Virgil Thomson’s Four Saints in Three Acts (by Harlem and ANT A, with Alice B. Toklas attending), and of Arnold Schoenberg’s Die Erwartung. Igor Stravinsky-conducted Oedipus Rex, for which Jean Cocteau designed the set and directed the choreography. There were performances by the Boston Symphony Orchestra and the New York City Ballet. William Faulkner, Katherine Anne Porter, and Allen Tate came from the United States for literary debates. There was an exhibition of 150 modern paintings and sculptures. As well as celebrating the cultural freedom of the West, the Festival also made its anti-Soviet point indirectly by performing works by Sergei Prokofiev and Dmitri Shostakovich that were banned in the Soviet Union, and directly by arranging church services for the victims of totalitarian oppression.

“The difference between happiness and misery is a 0.2% deficit of the gross domestic product! A 2.9% is fine and enables one to live in happiness and bliss, while a 3.1% condemns a country to chaos, misery, and eternal damnation.”
Letters to the Editor, The Financial Times, June 3 1997

Aesthetic capitalism
in the era of globalization, the relationship between urban economy and urban design, as
established throughout the history of urban forms, seems to be reversed. While for centuries
the quality of the urban environment has been an outcome of economic growth of cities,
nowadays the quality of urban space has become a prerequisite for the economic development
of cities; and urban design has undertaken an enhanced new role as a means of economic
development

Arguably, one of the things that was missing from debates about Modernism – before the advent of Neomodernism -was the recognition that 1950s and 60s corporate styles of Modernism were much more hedonistic, and sexier, than their Welfare State and State Socialist counterparts. The glamour of Modernism is now made explicit in television shows such as Mad Men. But it took a while for this aspect of Modernism to come to the fore. It was lying dormant within popular culture and in a sense it was films and television shows that had always made us aware of modern architecture‟s potential visual excitement. Now, however, there is a wholesale set of cultural institutions and markets devoted to the Neomodernist cause. As Alice Friedman (2010) points out in American Glamour and the Evolution of Modern Architecture, the Ersatz, populist and even „playboy‟ qualities of modern design are essential parts of its re-valuation:
In recent years, mid-century modern architecture and design have achieved unprecedented levels of popularity and critical recognition, not only among collectors and „retro-chic‟ aficionados but among academic historians and scholars as well. This new enthusiasm has resulted in a virtual tidal wave of books, museum exhibitions, and specialized websites... Vintage magazines, scrapbooks, photo albums, and home movies are now studied and collected with a passionate intensity and with an increasingly sophisticated eye for details…. and in the popular television series Mad Men, the evocative recreations of period colors and materials… threaten to upstage the actors and plotlines altogether. (Friedman, 2010: 1)
So how has the cultural economy of architecture fundamentally changed with these processes? In The Language of Postmodern Architecture, Jencks (1977: 12-13) developed an interesting typology associated with the shift from a „mini-capitalist system‟ where the architect was „directly accountable to the [private] client‟ to the „welfare-state‟ and „developer-capitalist‟ models where the „architect‟s motivation is either to solve a problem or… to make money‟ for the developer. But these models of cultural production – even though they differ in scale, motivation and in who gets to act as arbiter of taste – are still centered on architecture as a distinct circuit of ideas, symbols and money. Today, however, architecture is governed by a range of formal and informal institutions that alter the relationships between culture and economy. The rise of Neomodernism is associated with the full-blown consolidation of the architect as celebrity-cum-brand and also with the globalization of architecture‟s physical and imaginary presence.

Aesthetics and Politics After the Avant-Garde
One of the defining features of art during the period of modernity—the period, that is, when the concept of "art" with which we largely continue to operate came into focus—is its immediate relationship to the political. This relationship is twofold. The autonomy granted to the aesthetic in philosophical texts and social practices alike transformed art into a space of unique critical reflection not only on the traumas of modern social and political life but also on its own problems and incapacities. However, this power came with a built-in limit. Even while consecrated as the deepest expression of the human, the practice of art was defined through its very autonomy as having little real bearing on the direction of social life. This first, limited politics generated what has since come to be the clearest expression of art's relationship to politics: the desire of successive avant-gardes to undo art's autonomy by transforming life into art and art into life—a form of political and social revolution by means other than barricades and palace putsches. The melancholic reflections of the late Frankfurt School, the laments of Guy Debord against the society of the spectacle, and current anxieties about the unapologetic transformation of art and culture into new economic forces (whether explained through theories of creativity or exemplified by the weedlike growth of contemporary art museums worldwide), all share a single conclusion: if revolution ever was possible through the transformative powers of art, that moment is now over once and for all. What remains of art and politics seems to be on the order of the meek interventions of Nicholas Bourriaud's "relational aesthetics," in which avant-gardist desires give way to the creation of "social interstices" or "constructed situations" whose aim is to enable individuals to think about new kinds of social exchange in a self-developmental fashion. A visit to the gallery becomes a trip to the candy store or the lunch counter: stuff your pockets full of candies courtesy of Félix Gonzalez-Torres or get a meal cooked by Rirkrit Tiravanija, and you'll be all the better for it.

The National Identity of Inter‐war Greek Engineers
Elitism, Rationalization, Technocracy, and Reactionary Modernism
Inter‐war Greek engineers were a socio‐professional group with strong elitist characteristics that claimed a leading social role in the country’s modernization and westernization race. This was expressed in a variety of ideological schemes, from the rationalization ideal to technocracy and, ultimately, to a Greek version of reactionary modernism.

The Kitchen Debate
Nixon: I want to show you this kitchen. It is like those of our houses in California.
[Nixon points to dishwasher.]
Khrushchev: We have such things.
Nixon: This is our newest model. This is the kind which is built in thousands of units for direct installations in the houses. In America, we like to make life easier for women…
Khrushchev: Your capitalistic attitude toward women does not occur under Communism.
Nixon: I think that this attitude towards women is universal. What we want to do, is make life more easy for our housewives
…..
Khrushchev: The Americans have created their own image of the Soviet man. But he is not as you think. You think the Russian people will be dumbfounded to see these things, but the fact is that newly built Russian houses have all this equipment right now.
Nixon: Yes, but…
Khrushchev: In Russia, all you have to do to get a house is to be born in the Soviet Union. You are entitled to housing…In America, if you don’t have a dollar you have a right to choose between sleeping in a house or on the pavement. Yet you say we are the slave to Communism.
Nixon: I appreciate that you are very articulate and energetic…

Reactionary Modernism
Since the neologism " Reactionary Modernism" was created by Herf, it has gained mainstream currency with historians in discussing the paradoxical European enthusiasm for paternalistic authoritarianism and volkish nationalism on the one hand, and new technological and political concepts on the other hand, all under totalitarian regimes.

The Politics of Culture: Historical Moments in Greek Musical Modernism
This thesis examines selected
historical moments in the twentieth-century art music of Greece,
relating them both to their immediate political context and to the
two master narratives that to a significant extent have shaped the
cultural profile of the modern Greek nation, the ‘Great Idea’ and
the ‘European Idea’..........................Some
of the musical events under discussion will shed light on specific
indigenous cultural disputes. Others will highlight the impact of
international politics on Greek culture and will elaborate on the
manner in which foreign cultural and financial interventions prepared
the ground for, and facilitated the transfer of, new musical
languages (and their associated political messages) from the dominant
cultural ‘transmitters’ or centres to peripheral recipients such
as Greece, the only Balkan country that remained outside the iron
curtain in the post-World War II era.
Reactionary Modernism , Ayn Rand, Neoliberal messianism, Capitalist romanticism
Modernity was born in the West in a radical transformation of its past. The world of the Middle Ages, built around Christian Scholasticism world-view, was a society of religious philosophy, feudal law, and an agricultural economy. Out of this soil, the Renaissance and Enlightenment produced a substantially new society of science, individualism, and industrial capitalism. When we examine the wider context of Islamic terrorism, it is clear that a hatred of modernity is its driving force.
The cultural foundation of this society, if we state it as a set of explicit theses, was the view that reason, not revelation, is the instrument of knowledge and arbiter of truth; that science, not religion, gives us the truth about nature; that the pursuit of happiness in this life, not suffering in preparation for the next, is the cardinal value; that reason can and should be used to increase human well-being through economic and technological progress; that the individual person is an end in himself with the capacity to direct his own life, not a slave or a child to be ruled by others; that individuals have equal rights to freedom of thought, speech, and action; that religious belief should be a private affair, tolerance a social virtue, and church and state kept separate; and that we should replace command economies with markets, warfare with trade, and rule by king or commissar with democracy.
Cornelius Cardew: Stockhausen Serves Imperialism
"However, though Cage and Stockhausen have no hold on the working class, they did have a strong hold on me, Tilbury and others whose views feature in this book, and doubtless they still have a strong hold on many of the potential readers of this book. The violence of the attack on them is indicative of the strength of their hold on us; a powerful wrench was required to liberate us from this particular entanglement."

Ηταν τελικά φασίστες;
